Applications, Licences, and Permits

In some cases, you’ll need an application, licence, or permit to comply with the Town's by-laws. Below are the most commonly requested forms, along with key details for each. For a complete list of fees for all applications, licences, and permits, please review the Fees and Charges document.

Please refer to the Busking By-law No. 4534, as amended, for rules and regulations, and; reference the Fees and Charges By-law No. 3675, Schedule "E" for permit fees.

Please complete the Busking Application to obtain approval. Send it by email or bring it to Town Hall at 80 Gore Street East, Perth, ON  K7H 1H9

Heritage Permits are required for any work on a heritage property that affects its architectural character, including changes to paint colour. Please note that building permits or sign permits may also be required, depending on the scope of the work.

To obtain approval, complete the Heritage Permit Application. There is no fee for a Heritage Permit. Please note that depending on the work being completed, building permits may also be required.

If your property is located within the Heritage Conservation District (HCD), it has been assigned a ranking based on its architectural heritage value. This ranking helps determine the level of approval required before making any changes. You can find your building’s ranking on the map in the Stewardship Guide to the Downtown Perth Heritage Conservation District (page 4) and review the permit requirements on page 16.

In general, heritage permits are required for exterior work, particularly for properties with their own designation and bylaw. For major projects such as new buildings, additions, or exterior conversions, permits are always necessary. Email your plans to us, and our team will review them alongside the relevant bylaw to guide you through the next steps.

Other projects that may require a permit include altering windows, doors, shutters, decorative trim, porches, or roofing materials. If you're unsure whether a heritage permit is needed, reach out, and we’ll confirm it for you.

The Alcohol and Gaming Commission (AGCO) is responsible for administering the lottery licensing program in the province. Municipalities and the AGCO are responsible for issuing lottery licences to eligible charitable and religious organizations.

Eligibility requirements

Eligible charitable and religious organizations may be licensed to conduct lotteries.

An organization may be eligible if the organization:

  • has been in existence for at least one (1) year;
  • has a place of business in Ontario;
  • demonstrates that it is established to provide charitable services in Ontario and;
  • uses proceeds for objects or purposes which benefit Ontario residents.

To get married in Ontario, you’ll need to apply for a marriage licence. The licence is valid for use anywhere in Ontario for 90 days from the date of issue. If you’re planning a wedding outside Ontario, please check the requirements for the jurisdiction where your ceremony will take place.

How to Apply for a Marriage Licence:

  1. Complete the Marriage Licence Application
  2. Book an Appointment: After submitting your application, you’ll receive an email with details on how to schedule an appointment to obtain your licence. Please check your junk folder if you don’t see this email.
  3. Print the attached form, ensure both parties have signed it, and bring it along with all required documentation to your appointment.

Important Notes:

  • Fees: The marriage licence fee is $140.00, payable by cash, money order, debit, or credit card.
  • No Civil Ceremonies: Please note that Town Hall does not offer civil marriage ceremonies. For potential ceremony and reception venues, visit our Event Facilities page.

Perth Fire Services requires all residents to have an active Burn Permit for any type of open air burning, including campfires, chimeneas, or other outdoor fires.

Our Open Air Fire By-law No. 4408 outlines the requirements for obtaining a valid Burn Permit. Residents only need to obtain one permit, which remains active until December 31 each year.

Eligible residents can request a free Burn Permit at townofperth.burnpermits.com. If you have questions, please contact the Fire Department at 613-267-3311, ext. 2231, or by email during business hours.

  • Submitting an application does not automatically approve your permit.
  • Each application is reviewed for accuracy, which may include a site visit.
  • You will be notified if your permit is approved or denied. This process may take up to 10 business days.
  • Approved permits must be activated by calling 1-844-992-2464 before each burn.
  • Make sure your permit is valid for the current year before activating.

Enforcement actions will be taken against anyone found burning in violation of the by-law.

To apply for any of the following permits within the Town of Perth please proceed to the Transnomis Permit Central. Through this platform all permit applications can be submitted, payment submitted, processed and approved by our Environmental Services Department staff. 

An approved application is required in order to erect any merchandise display in the Town of Perth. The application review process ensures that all displays will be installed in proper locations and in  accordance with the by-law.
