Town of Perth Awards Municipal Property for Development of Affordable Housing to Carebridge Community Support
The Town of Perth is excited to be taking steps in supporting initiatives focused on building economical accommodations within the community. At the Town Council meeting held on Tuesday, April 16, the Council of the Town of Perth voted in favour of a motion to enter into an agreement with Carebridge Community Support (Carebridge) to sell municipal land at 63 Halton St. for the price of $1, in exchange for the creation of an affordable housing project.
Affordable housing development in Perth remains a priority for Council as it is a part of the Town’s 2023-2027 Strategic Plan. Staff and Council recognize the growing needs of the municipality in creating economical housing options, something that is much needed as many residents face financial strains and business owners struggle to attract workers to the area. To address this need, the Town recently issued a Request for Proposals (RFP) for the land sale with the stipulation that it be used for affordable housing for a period of no less than 30 years. Carebridge submitted a proposal, which then came forward for Council’s approval.
“Council is supportive of establishing more affordable housing initiatives within the community, and we recognize that this is an important and vital step in meeting our strategic priorities,” says Mayor Judy Brown. “Carebridge has long expressed interest in developing affordable housing in Perth, and we’re looking forward to seeing their vision come to life on Halton Street.”
The site of the lands sold falls in PerthWorks, a sustainable neighbourhood project that was developed by the Town of Perth in 2009 and funded in part by the Canada Mortgage and Housing Corporation and the Federation of Canadian Municipalities green fund. The core principles and themes of the project, derived through a brainstorming session with community partners, include mixed form, affordable, and compact housing. The concept plan, developed by way of a design workshop that brought together architects, landscape architects, planners, consultants, staff, councillors, and area residents, included a variety of styles of homes as well as a three-storey condominium.
The initial concept provided by Carebridge within their proposal submission is for a two-storey, 15-unit apartment complex, fitting within the original vision for the neighbourhood. Once the agreement is completed for the land sale, Carebridge would be subject to the full planning process, which will include pre-consultation with staff, various studies, and opportunity for public engagement.
Both the provincial and federal governments have identified the need for housing starts, with a specific focus on affordable housing. Efforts are being made across all levels of government to achieve accessible housing, including accelerator funds, grant opportunities, and more. The Town is excited at this first step in creating an avenue for the creation of affordable housing and will continue to strive to establish pathways for development in the future.
