The Integrity Commissioner performs the following core functions:
- Advisory: Provides confidential written or oral advice to members of Council, committees, or local boards regarding their individual situations related to the Code of Conduct, other by-laws, policies, and procedures, as well as general interpretations of the Municipal Conflict of Interest Act. The Commissioner also provides Council with general ethical guidance as issues arise.
- Investigative: Assesses and investigates complaints about breaches of the Code of Conduct made by individuals or by Council.
- Adjudicative: Determines whether a member of Council, a committee, or a local board has violated ethical standards and may recommend penalties or sanctions, such as suspension of remuneration, a reprimand, or an apology, through a formal report to Council.
- Educational: Offers education through group training, one-on-one meetings, and annual reports to help Council, committees, and boards understand ethical responsibilities and uphold standards.
